Zhu Huaxin (祝华新) is the Secretary of the “sentiments monitoring office” of State owned People’s Net Online (人民网). On July 24 he wrote for China Youth Daily ten guidelines for local governments on the topic of how to handle Internet public opinion, the outbreak of mass incidents and how to utilize the media, and local government’s reactions as well as response to breaking social incidents.
