The Beijing Daily Messenger, formerly known as the Star Daily, is a weekday newspaper distributed on the Beijing subway. The front page today features an article, “300 cities and counties test pilot reforms of public hospitals.” According to Xinhua news agency, the State Council has instructed that China’s medical reforms this year focus on accelerating the establishment of universal health care, consolidating and improving the drug distribution system and reorganizing primary care institutions.
The following three reforms will be implemented in public hospitals:
1) Residents will receive an increased health insurance subsidy of up to RMB 240 per year;
2) Doctors will be paid according to performance;
3) Public hospitals in 300 cities and counties will test the pilot programs for all the above reforms.

The photo shows a group of 25 fishermen who were detained near the Pacific island nation of Palau returning to their homes in Qionghai, Hainan province. They had been charged with illegal fishing by the Palau authorities after a confrontation on March 31 in which Palau authorities fired shots at one of their boats, killing one crew member. The plane that brought the 24 fisherman back to China also carried the remains of Lu Yong, the crew member who was shot dead.
