Yet another incident that testifies to Chinese Chengguan’s famed brutality and total regardlessness of the laws: in Kunming, Yuannan Province, a police officer got a broken thigh from a squad of Chengguan, China’s urban administrative enforcement officers often staffed by goons and thugs.

According to the news report, Zhang Jun (pseudonym) came back home to collect his belongings upon the information that the Chengguan squad were tearing down “illegal buildings” in his compound.

Out of his own house, Zhang was confronted and attacked by about twenty Chengguan despite Zhang’s revealing of his identity. Half way through the beating, Zhang attempted to produce his police badge to prove his identity as a police officer, but by mistake took out his foldable baton. This was perceived as an act of provocation and led to more beating until Zhang fainted. Zhang was later hospitalized and he was found to have sustained a femur fracture from the beating.

The top headline announces that vehicles registered in areas out of Beijing are banned from entering the city during traffic peak time. Offenders would be fined 100 yuan each.
